Self Development: How to Find Solace in the Grieving Process

Each of us grieves in our own way, but all of us can find comfort and consolation by looking past the circumstances surrounding the deaths of our loved ones and by focusing, instead, on when they were at their very best.

The loss of a loved can be a very isolating experience. When we're grieving, there is a natural tendency to withdraw into ourselves and to feel as though we are all alone.

Well-meaning friends will come to our aid, pray for us and console us for a time. But eventually, they expect us to seek closure, put the past behind us; move on with our lives. And, if we don't follow their advice, they may soon tire of our tears. They may distance themselves from us when we don't conform to their concept of mourning.

But, in truth, there is no right or wrong way to cope with the feelings of sorrow we experience after the loss of a loved one.

Each of us is different and the circumstances surrounding our loss differ.

Was the death sudden and unexpected? Was it lingering and foreseen? Was our loved one young or old? And how did he or she die? What was our relationship like? Did we have a chance to say good-bye?

All those factors and more can affect how long we grieve. There is no time line for mourning.

Try as we might to let the tears roll down our backs, the calendar has a way of reminding us of our loss. There are all those holidays, anniversaries and birthdays. There are the Golden Oldies playing on the radio, songs we used to dance to; there are all those re-runs of movie classics that we enjoyed together; and, the unexpected whiff of a familiar perfume or cologne as a complete stranger passes by.

Grief is a journey with many switchbacks, roundabouts and steep curves.

At times like this, our memories become our most treasured faculties for as the Irish like to say:

"Death leaves a heartache no one can heal; but love leaves a memory no one can steal."

With our memories, we can cling with aching hearts to our loved ones.

The effort can be emotionally draining and physically taxing, if we focus on their death; but, by focusing on their lives, we can find comfort in mourning - just as the Lord promised to us.

We can call to mind cherished memories of times when our loved ones were at their very best; days when their spirits burned as bright as the flame on the sanctuary candle; moments when we exulted in their presence and our spirits soared with theirs.

The loved ones who have gone before us have left behind a spiritual legacy. It's written on our hearts; just waiting to be read. Our desire to pray for them is evidence of that spiritual legacy. Their spirit leads us in prayer.

Let us pray that the spirits of our loved ones might live on - in us and through us - as we prepare for the day when we, too, will leave our own spiritual legacy.

Kansas demands that sperm donor pay child support

A Kansas man who donated sperm to a lesbian couple three years ago is fighting the state?s demand that he pay child support.

The two women raising the 3-year-old girl say they support the man, who responded to an ad they posted on the Craigslist website in 2009,?the Topeka Capital-Journal reported.

The issue of child support arose when the two women broke up, and the couple applied for state services. Workers at the Kansas Department for Children and Families demanded the donor?s name and then filed a child-support claim against him, the newspaper said.


Angela Bauer, one of the mothers, told the Capital-Journal?that she and her former partner, Jennifer Schreiner, support the donor, William Marotta, ?in whatever action he wants to go forward with? to fight the state's demand.

"This was a wonderful opportunity with a guy with an admirable, giving character who wanted nothing more than to help us have a child," the newspaper quoted Bauer, 40, as saying. "I feel like the state of Kansas has made a mess out of the situation."

When Bauer and Schreiner, the 34-year-old birth mother, reached a deal with Marotta that did not include any payment for his sperm donation, he signed a written agreement that relinquished all parental rights and held him?harmless ?for any child support payments demanded of him by any other person or entity, public or private ... regardless of the circumstances or said demand,??it said.?

The state argued in court papers that because the insemination wasn?t performed by a licensed physician, the contract was null and void.

When the two women split in 2010, they had eight children, including some they adopted, whom they now co-parent.?

Marotta, a 43-year-old mechanic,?was dragged into the dispute when the couple filed for state assistance. The state insisted that they reveal the donor?s identity, saying that if they refused to do so, their daughter would no longer be eligible for health care coverage. The women reluctantly complied, the Capital-Journal reported.

The girl?s birth certificate does not include her biological father?s name, and the Capital-Journal said that he had no contact with the girl, other than receiving occasional email updates from Bauer. Both women adopted the girl, although they had to file for adoption separately because the state does not recognize same-sex unions, the newspaper said. This means that the state also cannot collect child support from same-sex parents.

"More and more gays and lesbians are adopting and reproducing, and this, to me, is a step backward," said Bauer, who formerly supported the family financially but is no longer able to work due to a "serious illness."?"I think a lot of progressive movement is happening currently in the world as far as gays and lesbians go. Maybe this is Kansas' stand against some of that."

The Capital-Journal could not reach Marotta for comment and the?Kansas Department for Children and Families declined to discuss the case, citing privacy laws.

This isn?t the first time states have demanded child support from sperm donors. But in most of those cases, the sperm donor was known to the birth family ? usually a man who was friendly with a lesbian couple and who agreed to help them out.

Court rulings vary
Sperm donors who donate through a sperm bank are typically protected by state parenting shield laws. But in less straight-forward cases, courts have differed on whether the men should pay up.

A Massachusetts court ruled this year that a Nigerian immigrant had to pay child support for twins conceived through artificial insemination a year after he and his wife had separated, the Patriot Ledger reported.

And?In Vermont, a man who donated sperm to a female friend was required to pay child support because he maintained a relationship with the children.

Explained one of the mothers to The Associated Press in 2007: "Part of the decision came down because he was so involved with them. It wasn't that he went to the (sperm) bank and that was it. They called him Papa."

In New York, a married doctor agreed to donate sperm to a young resident and her partner in the late 1980s, only to be asked 18 years later for child support, the New York Post reported.

His undoing was sending money and cards to the child, which he would sign, ?Dad? or ?Daddy.? The biological father?s name was also on the birth certificate.

But in Washington state, the Court of Appeals ruled in 2004 that a donor can?t be required to pay child support unless he and the mother have signed an explicit contract.

And in Texas, an appeals court ruled in favor of a former policeman who donated sperm to a woman he had been formerly connected with. He had paid thousands of dollars in child support for twins until the court ruled in his favor.

When the lawsuit was filed in 2008, the man told McClatchy: "I was totally blown away. I was already married and had moved on with my life."

Taliban kill 21 Pakistani troops

ISLAMABAD, Pakistan, Dec. 30 (UPI) -- The Taliban killed 21 Pakistani soldiers they captured during raids on checkpoints in Pakistan's northwest region, a local government official said Sunday.

Geo News reported the soldiers, who had been abducted Thursday in Peshawar, were shot to death and their bodies dumped in the Hasan Khel area. Two other soldiers survived, Press TV reported.

Political officials and members of local Jirga were sent to retrieve the bodies, which were identified, and the soldiers' families were notified, Geo News said.

Iran's Press TV reported Gul Shehzad, a government official, said Tehrik-i-Taliban Pakistan took responsibility for the killings.

"We found 21 bullet riddled bodies of security personnel a short while ago in an uninhabited area," local government official Naveed Akbar said.

"One was found alive but wounded and admitted to hospital while another managed to escape unhurt."

Shehzad said the soldiers' hands were tied with rope before they were shot.

The News International reported about 400 militants had stormed the two security posts.

Home Grown: Family Christmas Parties

Another year of?Christmas parties?has come and gone, and while it's always a bit sad for me to?pack away the holiday decor and finish?up the seasonal?activities, it's always?good to look back?on all the festive?fun we had with our families.?

This year our first family party was with Joe's mom's side of the family.?

Our next family gathering was with my side of the family.? Actually, it was?more of a fiesta than a party.? My sister, Kelsey, was home after studying in Spain for a semester.? She'll be leaving this weekend to study in Israel for a month, so it was good to visit with her briefly and hear a bit about her travels.

?She even prepared some traditional Spanish dishes for us.? Ole!

And perhaps one of the cutest sights of the season:

Claire had picked out animal crackers for Joe and a colander for me.?

That's ok -?I have ample opportunity to practice for next year's tournament!

Our last competition unearthed some truly outstanding photography. This time around YOU, the readers, will be the final judges. From a field of 30, two rounds of voting will narrow it down to the top ten, with the Family Travel Photo of the Year announced based on total number of votes.

Egypt's Mubarak to stay in army hospital as health worsens

CAIRO (Reuters) - Egypt's deposed leader Hosni Mubarak, who is serving a life sentence for his role in killing protesters during a 2011 revolt, will stay in an army hospital for at least two weeks after his health deteriorated, his lawyer said on Friday.

The state of Mubarak's already fragile health has been the subject of intense speculation in Egypt and he has spent much of the time before and after his trial in various hospitals.

On Thursday evening, the 84-year-old former leader was transferred to an army hospital from his prison clinic after fracturing a rib in a recent fall.

"He will stay in the hospital for about 15 days," Mohamed Abdel Razek, his lawyer, told Reuters.

"The president's health is stable, thank God. He underwent X-rays on his body and now he will get proper treatment in the hospital for all his bone problems he has been suffering from."

Mubarak was toppled after 30 years in power and sentenced to life in prison in June this year. He was admitted to a prison hospital that same month following what security officials described at the time as a "health crisis".

During his trial, Mubarak, the first Arab ruler to be brought to court by his own people, was routinely wheeled into the cage used for defendants in Egyptian courts on a hospital gurney.

He has not spoken publicly about the events that followed his downfall, saying almost nothing at his trial appearances beyond confirming his presence and denying the charges against him.

Mubarak's legal team had been pressing to have him moved from the prison hospital to a better-equipped facility permanently, saying he was not receiving adequate treatment.

But there has been some confusion over the exact nature of his ailments, with state media reporting a variety of illnesses ranging from shortage of breath to heart attacks and comas.

First genome sequence of Chinese plum provides important resource for fruit improvement

Dec. 27, 2012 ? A Chinese research team, led by Beijing Forestry University, BGI, Beijing Lin Fu Ke Yuan Flowers Co., Ltd, and other institutes, has completed the first genomic sequence of Prunus mume, known as mei. This work is extremely important for the deeper understanding of Rosaceae evolution and provides an invaluable resource for the improvement of fruit trees.

The latest study was published online December 27 in Nature Communication.

As one of the longest-lived flowering fruit trees, the P. mume was domesticated in China more than 3,000 years ago. It belongs to Rosaceae, the third most economically important plant family in temperate regions, and is characterized by high nutrition, medical value, and tolerance to low temperature in winter. Writers and artists have extolled the beauty of its flowers, and the blossom is considered to be the symbol of Chinese national spirit. The availability of P. mume genome will open a new way for better decoding the mysteries of this fascinating tree.

The plantation technique that makes P. mume so diverse--the artificial grafting--also makes their genomes difficult to assemble. In this study, researchers sequenced the genome of P. mume, a wild species from Tibet in China, using a robust approach integrated with next-generation sequencing (NGS) and whole-genome mapping (WGM) technologies. Then they constructed a high-density genetic map by applying restriction-site-associated DNA (RAD) marker strategy that further improves the quality of the genomic reference. Through all the efforts, researchers yielded the ~237Mb P. mume reference genome.

The poor phylogenetic resolution of the Rosaceae suggests rapid evolution within the family. In this study, the evolutionary analysis of P. mume genome demonstrated that there was no recent whole-genome duplication (WGD) event happened after the differentiation between P. mume and Malus x domestica (apple). However, the triplicated genomic arrangement was found in the P. mume genome by paleo-history analysis in Prunus.

Supported by the genomic data of apple and strawberry (Fragaria vesca), researchers successfully reconstructed nine ancestral chromosomes of Rosaceae family, and analyzed the chromosome fusion, fission and duplication history in three major subfamilies, including genera Prunus, Malus and Fragaria. Through analysis, they hypothesized that at least 11 fissions and 11 fusions occurred in P. mume from the nine common ancestral chromosomes. For apple, at least one WGD and five fusions took place to reach the 17-chromosome structure, compared with 15 fusions for strawberry to affect the 7-chromosome structure.

P. mume is one of the first trees that bloom in early spring, blooming even below 0?. In this study, researchers investigated the genetic characteristics underlying the mechanisms related to acclimate to cold weather and release itself from dormancy. They found that dormancy-associated MADS-box transcription factors (DAM) family and C-repeat-binding transcription factors (CBF) were two important factors related with flowering dormancy.

As the saying goes, "Plum blossom incense from the cold weather," P. mume always has a special fragrance in winter. To understand its mechanism of floral scent, researchers identified a series genes related to the biosynthesis of volatile compounds, such as benzyl alcohol acetyltransferase (BEAT) gene. They supposed the expansion of the BEAT gene family might increase the content of benzyl acetate and therefore induces the special fragrance of P. mume.

The disease resistance related-genes may benefit the future breeding improvement. In this study, researchers found many related genes expanded tremendously in the P. mume genome, such as leucine-rich repeat receptor-like kinase (LRR-RLK) genes, the nucleotide-binding site-coding resistant gene (NBS-coding R gene), and pathogenesis-related (PR) gene families. It was reported that PR proteins could mediate plant defence against pathogenic constraints and the general adaptation to stressful environments. Most PR gene families in P. mume were expanded notably especially PR10, suggesting their expansion might be related to the response of P. mume to salt, drought and fungal infection in roots and leaves.

Wenbin Chen, Project Manager of BGI, said, "The P. mume genome lays a solid foundation for identification of important economic traits, and provides a valuable resource for P. mume breeding and other Rosaceae species studies. The work here also brings a new approach for further exploring the biosynthesis of floral scent and regulation mechanism of early blooming in endodormancy, and other comparative genomics studies on Rosaceae species."

WASHINGTON (AP) -- New taxes are coming Jan. 1 to help finance President Barack Obama's health care overhaul. Most people may not notice. But they will pay attention if Congress decides to start taxing employer-sponsored health insurance, one of the options in play if lawmakers can ever agree on a budget deal to reduce federal deficits.

The tax hikes already on the books, taking effect in 2013, fall mainly on people who make lots of money and on the health care industry. But about half of Americans benefit from the tax-free status of employer health insurance. Workers pay no income or payroll taxes on what their employer contributes for health insurance, and in most cases on their own share of premiums as well.

It's the single biggest tax break allowed by the government, outstripping the mortgage interest deduction, the deduction for charitable giving and other better-known benefits. If the value of job-based health insurance were taxed like regular income, it would raise nearly $150 billion in revenue in 2013, according to congressional estimates. By comparison, wiping away the mortgage interest deduction would bring in only about $90 billion.

"If you are looking to raise revenue to pay for tax reform, that is the biggest pot of money of all," said Martin Sullivan, chief economist with Tax Analysts, a nonpartisan publisher of tax information.

It's hard to see how lawmakers can avoid touching health insurance if they want to eliminate loopholes and curtail deductions so as to raise revenue and lower tax rates. Congress probably wouldn't do away with the health care tax break, but limit it in some form. Such limits could be keyed to the cost of a particular health insurance plan, the income level of taxpayers, or a combination.

Many economists think some kind of limit would be a good thing, because it would force consumers to watch costs, and that could help keep health care spending in check. Obama's health law took a tentative step toward limits by imposing a tax on high-value health insurance plans. But that doesn't start until 2018.

Next spring will be three years since Congress passed the health care overhaul, but because of a long phase-in, many of the taxes to finance the plan are only now coming into effect. Medicare spending cuts that help pay for covering the uninsured have started to take effect, but they also are staggered. The law's main benefit, coverage for 30 million uninsured people, will take a little longer. It doesn't start until Jan. 1, 2014.

The biggest tax hike from the health care law has a bit of mystery to it. The legislation calls it a "Medicare contribution," but none of the revenue will go to the Medicare trust fund. Instead, it's funneled into the government's general fund, which does pay the lion's share of Medicare outpatient and prescription costs, but also covers most other things the government does.

The new tax is a 3.8 percent levy on investment income that applies to individuals making more than $200,000 or married couples above $250,000. Projected to raise $123 billion from 2013-2019, it comes on top of other taxes on investment income. And while it does apply to profits from home sales, the vast majority of sellers will not have to worry since another law allows individuals to shield up to $250,000 in gains on their home from taxation. (Married couples can exclude up to $500,000 in home sale gains.)

Investors have already been taking steps to avoid the tax, selling assets this year before it takes effect. The impact of the investment tax will be compounded if Obama and Republicans can't stave off the automatic tax increases scheduled at the end of the year if there's no budget agreement.

High earners will face another new tax under the health care law Jan. 1. It's an additional Medicare payroll tax of 0.9 percent on wage income above $200,000 for an individual or $250,000 for couples. This one does go to the Medicare trust fund.

Donald Marron, director of the nonpartisan Tax Policy Center, calls the health care law tax increases medium-sized by historical standards. The center, a joint project of the Brookings Institution and the Urban Institute, provides in-depth analysis on tax issues.

They also foreshadow the current debate about raising taxes on people with high incomes. "These were an example of the president winning, and raising taxes on upper-income people," said Marron. "They are going to happen."

Other health care law tax increases taking effect Jan. 1:

? A 2.3 percent sales tax on medical devices used by hospitals and doctors. Industry is trying to delay or repeal the tax, saying it will lead to a loss of jobs. Several economists say manufacturers should be able to pass on most of the cost.

? A limit on the amount employees can contribute to tax-free flexible spending accounts for medical expenses. It's set at $2,500 for 2013, and indexed thereafter for inflation.

Whole genome mapping technology plays integral role in international study

Gaithersburg, Md.December 23, 2012 OpGen, Inc. today announced its ARGUS Whole Genome Mapping System technology was used in combination with next-generation sequencing (NGS) to produce the first, high-quality reference genome of the domestic goat. The study, which was led by BGI-Shenzhen and Kunming Institute of Zoology, Chinese Academy of Sciences was published online today in Nature Biotechnology. The paper, titled Sequencing and automated whole-genome optical mapping of the genome of a domestic goat (Capra hircus), demonstrates the value, efficiency and cost effectiveness of OpGen's Whole Genome Mapping in de novo assemblies of large, complex genomes.

"This independent technology provides not only the validation of the genome sequencing, but also provides the large-scale chromosome structure information that cannot be detected by sequencing," said Xun Xu, Deputy Director, BGI-Shenzhen. "The experience in these genome assembly projects shows that the physical whole genome map should be the standard for any reference genome to be assembled in the future."

Goats are an important economic resource in many developing countries around the globe, including China and India. However, despite their agricultural and biological importance, breeding and genetic studies of goats have been hindered by the lack of a high-quality reference genome sequence. The goat genome is the first high-quality reference genome for small ruminate animals and may help to advance the understanding of distinct ruminant genomic features from non-ruminant species.

Although generating draft assemblies from NGS is relatively easy, finishing a sequence to the chromosome level is still difficult and costly. The findings show that a single NGS platform, when combined with Whole Genome Mapping, can produce a finished assembly much faster and less expensively than other currently available mapping strategies such as bacterial artificial chromosome (BACs) or fluorescence in situ hybridization (FISH). This approach sets the gold standard in large genome de novo assembly, eliminating the need for genetic maps which can be very time consuming.

"By incorporating Whole Genome Mapping, we were able to overcome the limitations of NGS' short read scaffolds to produce long super-scaffolds and finish the assembly to the near chromosome level," said Wen Wang, Deputy Director, Kunming Institute of Zoology, Chinese Academy of Sciences and an author of the paper. "We could not have completed the project without OpGen's technology."

In the study, OpGen's ARGUS system produced 100,000 single molecule restriction maps in three hours. This resulted in 30 times the physical coverage of the goat genome. The company's Genome Builder software generated long super-scaffolds by combining single molecule map data with sequence scaffolds generated by NGS and subsequent assembly. Specifically, the metric of assembly (N50) was improved eightfold by combining Whole Genome Mapping with NGS over NGS alone.

"While we continue to demonstrate the value of Whole Genome Mapping for assembly, quality control and validation of microbial genomes, we are pleased to expand its applications as a critical, complementary technology enabling investigators to provide complete and accurate long-range genomic information in complex, de novo projects," said Richard Moore, M.D., Ph.D., chief scientific officer of OpGen and an author of the paper. "This paper is the first of many we expect to be published over the next year which will validate OpGen's Whole Genome Mapping technology as a solution for the de novo assembly of the spectrum of genomes from microbes to mammals."

Whole genome mapping technology plays integral role in international study

Gaithersburg, Md.December 23, 2012 OpGen, Inc. today announced its ARGUS Whole Genome Mapping System technology was used in combination with next-generation sequencing (NGS) to produce the first, high-quality reference genome of the domestic goat. The study, which was led by BGI-Shenzhen and Kunming Institute of Zoology, Chinese Academy of Sciences was published online today in Nature Biotechnology. The paper, titled Sequencing and automated whole-genome optical mapping of the genome of a domestic goat (Capra hircus), demonstrates the value, efficiency and cost effectiveness of OpGen's Whole Genome Mapping in de novo assemblies of large, complex genomes.

"This independent technology provides not only the validation of the genome sequencing, but also provides the large-scale chromosome structure information that cannot be detected by sequencing," said Xun Xu, Deputy Director, BGI-Shenzhen. "The experience in these genome assembly projects shows that the physical whole genome map should be the standard for any reference genome to be assembled in the future."

Goats are an important economic resource in many developing countries around the globe, including China and India. However, despite their agricultural and biological importance, breeding and genetic studies of goats have been hindered by the lack of a high-quality reference genome sequence. The goat genome is the first high-quality reference genome for small ruminate animals and may help to advance the understanding of distinct ruminant genomic features from non-ruminant species.

Although generating draft assemblies from NGS is relatively easy, finishing a sequence to the chromosome level is still difficult and costly. The findings show that a single NGS platform, when combined with Whole Genome Mapping, can produce a finished assembly much faster and less expensively than other currently available mapping strategies such as bacterial artificial chromosome (BACs) or fluorescence in situ hybridization (FISH). This approach sets the gold standard in large genome de novo assembly, eliminating the need for genetic maps which can be very time consuming.

"By incorporating Whole Genome Mapping, we were able to overcome the limitations of NGS' short read scaffolds to produce long super-scaffolds and finish the assembly to the near chromosome level," said Wen Wang, Deputy Director, Kunming Institute of Zoology, Chinese Academy of Sciences and an author of the paper. "We could not have completed the project without OpGen's technology."

In the study, OpGen's ARGUS system produced 100,000 single molecule restriction maps in three hours. This resulted in 30 times the physical coverage of the goat genome. The company's Genome Builder software generated long super-scaffolds by combining single molecule map data with sequence scaffolds generated by NGS and subsequent assembly. Specifically, the metric of assembly (N50) was improved eightfold by combining Whole Genome Mapping with NGS over NGS alone.

"While we continue to demonstrate the value of Whole Genome Mapping for assembly, quality control and validation of microbial genomes, we are pleased to expand its applications as a critical, complementary technology enabling investigators to provide complete and accurate long-range genomic information in complex, de novo projects," said Richard Moore, M.D., Ph.D., chief scientific officer of OpGen and an author of the paper. "This paper is the first of many we expect to be published over the next year which will validate OpGen's Whole Genome Mapping technology as a solution for the de novo assembly of the spectrum of genomes from microbes to mammals."

Car thieves offer a reprieve on Christmas Day

The holidays may be a time to spread joy, but be careful not to let a car thief sour your good cheer.

A new study ranks the final week of the year as one of the riskiest when it comes to getting your car stolen. But the good news is that even the bad guys seem to take a break on Christmas Day.

Among 11 major holidays (OK, an even dozen if you include Groundhog Day), the National Insurance Crime Bureau (NICD) reveals Christmas landed last in terms of the total number of vehicles stolen in the U.S. in 2011, at 1,347.?

In fact, Christmas had the lowest rate of car theft of any day in 2011, holiday or not.? Groundhog Day, at 1,491, was second-lowest holiday.

Apparently, all those tricksters were helping themselves to some expensive treats on Halloween, which ranked No. 1 on the list with 2,328 vehicles stolen.

Close behind, however, was New Year?s Day, at 2,286, followed by Memorial Day, at 2,005, and Labor Day, at 1,977.

But the study can be a bit misleading.? Fifth on the list is New Year?s Eve, with 1,947 stolen vehicles.? So, if you consider the build-up to the dropping ball and the day of hangovers to follow as one continuous holiday, suddenly New Year?s takes the lead by a wide margin, at 4,233.

And, by the same logic, Christmas suddenly becomes a much less?bucolic holiday.? The folks at the NICD rank Christmas Eve ninth among the 11 major holidays, with a reported 1,797 vehicles stolen in 2011. ?If you combine them together, the total suddenly jumps to 3,144, just behind New Year?s.

Why might there be more thefts on Christmas Eve? ?It may be that thieves?expect to find more gifts in the cars they steal as folks head over to visit family and friends ? or race to buy last-minute gifts.

?Although the nation has enjoyed declining vehicle thefts for eight consecutive years, the risk from vehicle theft is still very real. There is always a black market for items obtained by theft, and vehicles remain popular theft targets,? says the new holiday report.

How do the holidays stack up from a theft perspective? Here?s the list:

Mr. Speaker, I rise in opposition to the Family Planning Act, H.R. 19318. There was a time when Americans made a joke about how all politicians could be counted on to be in favor of motherhood, because it was assumed that motherhood was one value and blessing which no one in his right mind could dispute.

??????????????? Tragically for our country, those days are past. The familiar joke is not heard very much today. For motherhood is now under systematic, vehement and almost incessant attack. And I am waiting to see how many of my colleagues in this House, which represents the American people, will stand up with me today for motherhood and for human life, and against the ?family planners? for whom motherhood is the enemy. The fact that no other member of the committee on which I serve, the committee which brings this bill before you, has been willing to do so shows just how far we have come from the days when the creation of new human life in the mother?s womb was held in universal honor.

We could make being for motherhood a joke when everyone was for it. But ceasing to be for motherhood is a different matter entirely. For motherhood is the channel for the transmission of human life. Without it, there is no future.

What the population planners never seem to remember is that population trends change, ebbing and flowing like the tide at different periods in history. You simply cannot take figures for a given brief period in the present and project them unchanged into the future with any significant probability of accuracy. In just the single decade of the 1960s, according to the preliminary returns from the 1970 census, we overestimated our population by no less than 5? million people. Instead of the 205,700,000 Americans who had been projected ? and ticked off on the famous population clock in the Department of Commerce ? there were only 200,200,000.

If we can go 5? million wrong in just 10 years ? nearly 3 percent of our total population ? what are we to think of projections now so blithely made for 30, 50, or 100 years into the future? Their appearance of precise statistical accuracy is pure sham.

What we now see is a more steady reduction of the birth rate in America, going back to 1957. According to the report of the White House National Goals Research Staff, July 4, 1970, Figure 2-1, it has fallen from 3.8 births per mother in 1957 to less than 2.5 today. If this trend continues and is artificially accelerated by massive government programs such as the bill before us would establish, we may well see not only an end to the baby boom of the early 1950s, but an actual population decline resulting from a growing and officially sponsored hostility to conception.

Such declines have occurred, seriously weakening or destroying the nations involved, without the benefit of modern contraceptive techniques and without official promotion, in many significant instances in history, ranging from the last years of the western Roman Empire to 19th century France. It is noteworthy that Communist China, which has the largest population of any nation on earth and whose government certainly has the power to impose population control, has rejected this as a policy. The contraceptive mentality can mean national suicide.

The Bill before us today, brought up under suspension of the rules on the very first day after a month-long recess, would commit the U.S. government to the life prevention business at an initial cost of more than a quarter of a billion dollars. We all know from long experience with Federal programs how much this figure is certain to rise once the program is underway ? with no end in sight.

The bill contains no restriction whatever on the age or the marital status of the persons who may receive contraceptives paid for by the funds it appropriates. Dr. Alan F. Guttmacher, president of Planned Parenthood-World Population, admitted in testimony before the Interstate and Foreign Commerce Committee that his organization ? which would in all likelihood receive substantial funding from the appropriations provided by this bill ? now gives contraceptives to young teenage children in family life classes in several large cities. Thus it is simple truth to say ? unpalatable as a blunt statement of the truth may be ? that in practice it will amount to officially condoning not only fornication, but statutory rape.

We are told that the bill is intended to prevent the birth of unwanted children. What makes a child unwanted? A paper by Arthur A. Campbell, Chief of the Natality Statistics Branch, National Center for Health Statistics, U.S. Public Health Service, included in the transcript of the committee hearings on this bill, may serve to put this talk of unwanted children in true perspective, and to give an idea of the price some Americans now put on human life:

??????????????? The prevention of 451,000 births would allow 135,000 women to work for four years. If they earned an average of only $2,000 annually (assuming that some work part-time and some work full-time), their earnings would total $8,000 each, or $7,260 when discounted to the first year at a rate of four percent. Since only 30 percent of the women are assumed to work, the additional earnings would average $2,178 per unwanted birth avoided. In this case the economic benefit is 7.8 times greater than the cost of $300 per unwanted birth avoided.

This is one of the most chilling statements I have ever read. There was a time when Americans viewed human life as priceless. Now it seems the price is down to $2,178. At this rate, how long will it be before we drop to rock bottom ? the value of a few cents, or maybe a few dollars now with inflation, that has been set for the chemical constituents of a human body?

By contrast to this appalling product of the statistician?s art, I would like to share with you a most significant comment of my distinguished colleague from Kentucky, Dr. Tim Lee Carter, who ? though he supported this bill in committee ? had this to say in response to the witness who tried to tell the committee how mothers often hated their newly born children:

??????????????? I was interested in paragraph 1 on page 6 of your testimony in which you say that ? you talk about the lady, I believe, on page 5, who cursed her children or her unborn child. You know, I think that is the unusual thing. Some way or other almost every mother who gives birth to a child loves that child the moment it is born with an undying, unremitting love. It has been my fortune to deliver thousands of youngsters, and I think that statement is perhaps just a little bit on the unusual side. It may occur, but in the 27 years I was in practice, I do not believe I ever heard a mother curse an unborn child. And I hope I never do.

We are told that this bill is needed to reduce the number of illegitimate births and the medical and psychological complications for both mother and child often resulting from them. But in England, which in the past decade has launched a massive program to make contraception available to everyone, illegitimacy has substantially increased. In the 13 to 15 year age group, it has tripled.

Supposedly this bill would not now permit abortion, which its earlier version would have permitted, because of a clause inserted in the new bill drawn up after the committee hearings ? a clause which was not in the bill passed by the Senate, and may not survive the conference committee. But this clause, section 1008, does not specifically define the term abortion. Consequently, its prohibition of abortion might well be interpreted not to apply to those contraceptive methods which destroy the fetus very soon after conception ? methods which Dr. Sheldon J. Segal of the Biomedical Division of the Population Council in New York, testifying before the Interstate and Foreign Commerce Committee on this bill, frankly admitted were early abortifacients. The development of abortion-inducing chemicals such as prostaglandins, also described in material presented to the committee, is further obscuring the distinction between abortion and contraception. Furthermore there is no prohibition of any kind on federally assisted sterilization as a method of family planning.

Again and again we are told that this bill is strictly voluntary, that no woman will be forced to accept contraceptives or have her babies killed, or their lives prevented, against her will.

Now I ask all of you, in the name of reason and common sense, how many more times are we going to be fooled by this perennial argument? How many more times are we going to pass bills, assuring ourselves, and everyone else who is concerned, that they are really harmless because strictly voluntary, only to come back a few years later and make them compulsory when the people have become more accustomed to the idea? Surely you all remember Federal aid to education, approved by the House just 5 years ago, with no strings attached and strictly without Federal control ? or so we were told. Now we are constantly debating just how we shall go about forcing schools accepting Federal aid ? which means virtually all of them now ? to comply with our regulations, and how we shall go about forcing children to attend them. There was a time when collective bargaining in this country was voluntary. But then we decided that there was not enough of it, and made it compulsory. The list is endless.

I know that many of you, probably most of you, now approve of the use of Federal aid to impose certain requirements on local schools, and of mandatory collective bargaining. We are not debating those issues here today. I mention them only to show that when proponents of a massive Federal birth control program come before you and insist that they mean it to be always strictly voluntary, history shows that the exact opposite is very likely to be the eventual outcome of legislation like this.

I will ask members of the House this question: In your own careers in Congress how many bills have you seen that you have started out as voluntary measures and have them become mandatory? I served 5? years in a state legislature, and one of the most common procedures was to change ?may? to ?shall.? After we put through a voluntary bill, we then moved on to make it mandatory.

I will make a prediction at this point. Mark my words. If this bill passes today, in a few years you will see ?may? changed to ?shall? when it is found out that the objective stated in this bill cannot be achieved by voluntary means.

Several witnesses at the hearings on this bill made it very clear that they advocate a voluntary birth control program only so long as it works. If it does not work to their satisfaction, they will go to a compulsory program. They leave no place for the alternative of the rejection of the contraceptive mentality by a free, life-loving people.

As Dr. John R. McCain of Atlanta, GA said in testimony on this bill before the Interstate and Foreign Commerce Committee:

??????????????? Family planning on a voluntary basis is the most acceptable approach. Unless voluntary methods are successful, actual control of population by compulsory measures may be resorted to at some future time.

And to quote again from Dr. Segal?s testimony:

??????????????? There are people, serious demographers, who believe that the population growth rate, the population problems in general in this country, can create problems that can only be solved by strong line methods, by giving up the concept of voluntarism and regulating the number of children people can have, by coercion, by legislative means that will be economically coercive, and so on.

Now, I feel that we must give voluntary family planning a chance to prove whether or not it can bring us to a zero population growth level. We have not given it a chance.

Dr. McCain further explained how funds appropriated under this bill would be used to propagandize for contraception, to change attitudes in its favor, and to put pressure on people to prevent births:

??????????????? Psychological and sociological research is required to determine the methods of motivating the population, male and female, to initiate effective family planning and to utilize the methods consistently? We have had in the experience of our program in the Atlanta area what they have spoken of sometimes as the Madison Avenue approach. In other words, by no means that it is terrifying or fearful, but that it is the thing to do. In other words, the popular thing for the patient after she has delivered, if she has not begun on family planning at that time to be sure that she returns. The pressure of her peers by their questions. ?You have not started on your pills yet?? Or, ?You have not had your IUD put in yet?? The concern of the block area, the community area, that anybody that does not do that is just not quite up on the current way of doing things.

In view of all this explicit testimony, I frankly cannot put much stock in the many pious disclaimers of coercive intent on the part of the proponents of this bill. Rather, I regard it as a long step toward a Nazi-like tyranny in our land. When government gets into bed with you, surely that is the ultimate in government control.

Finally, the most grotesque argument for this bill is that it will somehow help in the fight against pollution, as is indicated in the testimony of organizations such as the Sierra Club in support of it. A moment?s though should make it perfectly clear that a single human being, simply by being alive, produces negligible pollution. It is technology that pollutes, not people. We can, and we must, bring under control those technological excesses and processes which are dangerously befouling our air and water. We should not, and must not, let ourselves be persuaded to try to eliminate pollution by eliminating people.

I ask my colleagues who have the interest of the poor, and of our minority groups especially close to their hearts, to think very carefully about who profits and who suffers by this approach to our pollution problem. The people at whom this bill is specifically aimed are the poor ? and less specifically, the minorities. Are they to be made scapegoats and victims of a problem arising from our great industries? As Msg. Alphonse Popek of Milwaukee, WI said in testifying on this bill:

??????????????? Pollution, though existent, is the convenient smokescreen for the sinister business of eliminating people. ?People cause pollution ? pollution is bad ? therefore eliminate people.? Which people? All people? It seems that non-quality people are the transgressors. But who is to identify these non-quality people? Does it not seem that the present bill provides for government working through its highest and lowest departments and through funding of individual and private agencies to make the final determination? Little people do cause pollution, yet there are many vested interests in this country which cause even greater and more serious physical pollution, and some of these interests are known and some are yet to be determined. All must be stopped by every technological and scientific effort before human life is to be snuffed out at any point along the spectrum of existence. My concern relates to the removal of truly dangerous pollutants which would not only contaminate the clear streams of morality, and the pure air of religious freedom, but the human rights of life, liberty and the pursuit of happiness.

I can find no better words with which to conclude than those eloquently spoken by a Wisconsin housewife, Mrs. Alvin Emmons, who traveled 2,000 miles to come to Washington to testify against the bill in committee. Listen to her. I am convinced that she voices the heartfelt protest of the best and soundest instincts of our people, on this legislation:

??????????????? It is neither the function nor the purpose of government to sponsor or promote programs of population control. Government?s proper role is to protect the lives of all its citizens including the unborn and to protect the right of the citizens to transmit life. Passage of this law will only add to the irresponsibility and over-permissiveness which seems to be running rampant in all areas of living today. We urge you to vote against this bill and ask rather that you exert every effort to protect the home and family and the very right to life. The time is NOW to stop the tearing down of the home and family through the passage of any immoral or amoral laws.
