The announcement, made after a regular cabinet meeting, follows rules issued by China's top economic planning agency - the National Development and Reform Commission (NDRC) - to open up strategic industries presently dominated by state-owned companies to the private sector.

"The cabinet meeting urged various regions and government departments to take candid and effective measures to implement policies to create an environment that is fair, transparent and predictable to all market players including the private ones," the central government said in a statement on its website, www.gov.cn.

China must "launch some key projects, as soon as possible, to allow private investment in railways, public utilities, energy, telecommunications, financial, health and education industries, in order to set up examples," the State Council said, after a meeting chaired by Premier Wen Jiabao.

There was no specific mention of the sums involved or if any of the cash earmarked for the projects was net new spending.

The NDRC said last week that it had issued 42 news rules for attracting and removing impediments to private investment.

The push to open state controlled industries leaves some analysts skeptical and anticipating resistance from state-backed giants which enjoy preferential access to finance and government contracts.

"I'm not quite optimistic about the short-term results," said Zhiwei Zhang, Nomura's China economist in Hong Kong.

Zhang said there was mismatch between the sectors the government would like to open up and the profitable ones that private investors would really like to put their money in.

China signaled in May that it would boost private investment in the most determined push since joining the World Trade Organisation to reduce the role of the state sector in the economy.

The State Council said China was facing rising downward pressure and it urged industry to hasten the restructuring of Chinese economy and boost investment as well as consumption.

"At a time when the domestic economy faces rising downward pressure, we must take timely and forceful measures to encourage companies to use new technology, new material and new equipment to speed up industry upgrade," the statement said.

INVESTMENT SPENDING

To bolster growth, China has been "fine-tuning" policies since autumn and accelerated the pace recently, cutting interest rates twice in June and early July, fast-tracking investment projects and encouraging energy-efficient consumer spending.

Zhang said the recipe to bolster China's slowing economy in the short run was still heavy state-backed infrastructure investment.

Beijing has so far refrained from labeling any of its policy efforts as outright stimulus.

China's Communist Party leadership remains acutely sensitive to the inflationary and speculative forces unleashed by the 2008 program which the government is still struggling to bring back under control, particularly in the real estate sector.

China's economy experienced its slowest three months of growth in more than three years in the April-June period, which expanded by 7.6 percent - only just above Beijing's target rate of 7.5 percent.

The economy is on track for its slowest full year of growth since 1999, albeit at a rate that economists in a Reuters poll forecast at 8 percent.

ONE of the town?s most popular leading figures, who has spent years forging links between Leighton-Linslade and Europe, has lost his long battle against cancer.

Former mayor, town and district councillor, Chris Hincliff, of Bassett Court, Leighton, died on July 19 at the Florence Nightingale Hospice, Aylesbury. He was 66-years-old and his wife, Christine, was by his side.

This week his family, former colleagues and friends paid tribute to the father of three who kept alive the town twinning ideal by representing the town at events in Germany and France.

His wife, who he met in 1968 and married two years later, said: ?We was just the most fantastic guy. I thought the world of him and I will miss him terribly although I know that he is still with us.?

Chris was an active member of the town?s Liberal Democrats and served as both a town councillor, becoming mayor in 1999 for a year, and a district councillor on the now defunct South Beds Council.

It was during his time with Leighton-Linslade Town Council that he became interested in the burgeoning town-twinning initiative and eventually became the chairman of the twinning committee, taking parties from Leighton over to the twin towns of Titisee Neustadt and Coulommiers and hosting return visits by families and community leaders.

Chris was responsible for launching the popular farmers? markets, was a former chairman of the governors at Mary Bassett Lower and Vandyke Upper Schools, had been district treasurer of the Scouts and Scout leader of the Trinity group and was the former president of the Leighton Buzzard branch of the Royal British Legion. He was also a member of the Royal Observer Corps.

The funeral will be at All Saints Church, Leighton, this Thursday at 2.15pm followed by a private cremation. Family flowers only but donations may be made, via Dillamores, to the Florence Nightingale Hospice.

INDIANAPOLIS -- When this summer's drought turned her prized lawn brown, Terri LoPrimo fought back, but not with sprinklers: She had it painted green, making her suddenly lush-appearing yard the envy of her neighborhood.

The Staten Island, N.Y., resident and her husband, Ronnie, hired a local entrepreneur to spruce up their yard by spraying it with a deep-green organic dye. By Monday, the couple's property was aglow with newly green blades of grass and no watering needed to sustain it.

"It looks just like a spring lawn, the way it looks after a rain. It's really gorgeous," said LoPrimo, a 62-year-old retiree.

With two-thirds of the nation covered by a drought that stretches from coast to coast, residents and businesses in normally well-watered areas are catching on to the lawn-painting practice employed for years in the West and Southwest to give luster to faded turf.

LoPrimo paid $125 to green up her roughly 830-square-foot lawn. She said it was worth every penny to keep her home of 33 years graced by an attractive yard.

Neighbors and friends have complimented the LoPrimos on their lawn's appearance, and she said one envious friend asked for the number of their contractor, Joe Perazzo.

Perazzo, who teaches physical education at Brooklyn's High School of Sports Management, began painting lawns during his summer break three years ago. His Staten Island company, Grass Is Greener Lawn Painting, has touched up close to 20 lawns this summer, making it his best year to date.

"I'm booked solid for next week. If you look around, most of the lawns need some TLC," Perazzo said.

He charges 15 cents per square foot to spray on a non-toxic, environmentally friendly turf dye that he said is commonly used on golf courses and athletic fields to give them a lusher appearance.

Perazzo said the dyed lawns will hold their verdant look for a few months, in some cases up to five months.

"It's a night-and-day difference," he said. "People are amazed by how natural it looks."

Kansas City, Mo.-based Missouri Turf Paint Inc. has been selling latex turf paints for more than 40 years. Company president Jon Graves said his primary customers are golf courses looking to keep their greens attractive and athletic fields "getting ready for show time."

But he said he's seen a slight increase this year in calls from people interested in either greening up residential lawns or wanting to get into the lawn-painting business.

"We've had calls primarily from people saying 'Hey I think I'd like to do this for a business,' but we've also had them about houses in foreclosure, homes they want to look a little bit better," for potential buyers, he said.

In the frequently parched Phoenix area, Brian Howland has been painting lawns for about five years as a side business to his full-time job with a sign- and banner-making company.

Howland said he started Arizona Lawn Painting after the foreclosure crisis left scores of Phoenix-area homes empty and their lawns neglected. He charges $200 for up to 3,000 square feet, and more if there are numerous lawn features to paint around.

Some of his customers have been residents fearful that their homeowners' associations will penalize them for letting their lawns fade.

"Usually it's people who don't feel like messing with their yard or it's a rental or a foreclosure or a sale -- something where before everything gets going they want it to look nice," he said.

A newer entrant into the lawn-painting business is Tim Birdwell, whose Imperial Painting normally paints Indianapolis-area homes and commercial properties. But this month, Birdwell painted his own desiccated lawn.

His first paying customer was a Meineke muffler shop on the south side of Indianapolis, which, like most of Indiana, is in the midst of an extreme drought.

Last Friday, two of Birdwell's workers sprayed the long strip of brown grass in front of the store with latex paint, creating an oasis of green in a suburban strip mall filled with faded grass.

Store manager Damon Riggles said Birdwell's price for the paint job - about $600 - was worth it because the vibrant-looking grass has attracted customers.

"It looks great," Riggles said. "It gave us some curb appeal and definitely got us some new customers' attention. And that's what we were hoping for."

White balance is central to photography. It is the way in which the camera captures colors as they are. In theory when you white balance a picture, you essentially ensure that the white in real looks as white in the picture too. What this does is that it enables the digital cameras sensors to interpret other colors correctly. However this is easier said than done. There are various shades of white, some cooler (which render a bluer tint) and others warmer (which render a yellowish tint) that can confuse the camera and you may end up capturing altered colors.

To counter this, modern digital cameras come loaded with White Balance presets most noteworthy of which is the Auto White Balance mode. It is also by far the most commonly used White Balance preset by default. Auto White Balance in digital cameras tries to average out the color temperatures and thus capture an average color picture. This may or may not be to your liking.

So what does one do?

The answer lies in the plethora of other white balance presets such as Cloudy, Shade, Florescent et al. These presets work in an interesting way. While they stand for a certain condition like Shade or Cloudy, they work differently. They try to average out such conditions e.g a Cloudy preset tries to compensate for the bluish tones present in shade and bring in more of warm tone in the picture. A cloudy does the same. Florescent, on the other hand, does the opposite.

The most powerful preset of all is the Custom White Balance preset. It is the most difficult to master as well. To use this preset, you need to select a white or a grey spot in the picture that define the perfect grey and use that as a reference for rest of the colors. Once chosen, the same custom white balance can be used across different images, given that the lighting conditions are the same.

In short, one should remember that role of white balance is to capture colors as the eye sees it. By dialing through the various modes and presets, you can learn what preset suits the conditions and leverage that to capture crisp pictures.

BEIRUT (AP) ? Syrian government tanks backed by attack helicopters swept into Aleppo on Saturday as the regime launched an assault to regain control of the country's largest city a week after rebels seized several neighborhoods.

The high-stakes battle for Aleppo, a commercial hub and the country's largest city, has raised fears among activists and the international community that a new massacre could be looming.

Even Syria's longtime ally, Russia, added to the chorus of alarm Saturday, saying a "tragedy" was imminent in Aleppo. But Russia's foreign minister said it was unrealistic to expect the Syrian army to stand by while rebels were trying to take over major cities.

Saturday's fighting was centered around the southwestern neighborhood of Salaheddine, one of the first areas seized by the rebels since they began a push to control the city after being routed from the capital, Damascus.

Activists said helicopters were strafing the area and rebels faced artillery barrages and regime tanks trying to push into the neighborhood.

An Aleppo-based activist, Mohammed Saeed, said the government counterattack had begun and rebels were fighting back in several other areas as well.

"Thanks be to God, they haven't succeeded in entering any of the (rebel-held) neighborhoods yet," he said.

President Bashar Assad's forces have been massing outside the city over the past few days, and Saeed said rebels from around the country also have been pouring in to help defend the areas under their control.

"About 1,000 fighters have come from the Free Syrian Army from outside the province of Aleppo to help," he said, referring to the main rebel group.

State television, in a rare comment on the situation in Aleppo, reported that government forces had inflicted heavy losses on groups of terrorists, the term the regime uses for the rebels.

The pro-government daily newspaper Al-Watan called it "the mother of all battles" in a banner headline Saturday.

The Britain-based Syrian Observatory for Human Rights said the government attack started before dawn with the sustained bombardment of several areas, followed by the movement of armored vehicles backed by attack helicopters.

Based on reports from its network on the ground, the Observatory reported attacks in the northeastern neighborhood of Sakhour as well as other areas, and said the rebels had disabled a number of regime armored vehicles.

The group estimated that 22 people, most civilians, have been killed in Saturday's fighting. The estimated toll for the past week in Aleppo is 162, a figure that does not include government soldiers killed.

The international community has expressed growing concern that there could be major bloodshed if Syrian troops retake Aleppo. But Western nations and their allies have found themselves powerless to prevent the situation from deteriorating despite a series of diplomatic efforts, including a cease-fire agreement that never took effect.

"The regime's destruction of its own city shows the level of oppression that has been reached in Syria," said Turkish Foreign Minister Ahmed Davutoglu from the central city of Konya. "We will do our best to stop this oppression."

Russian Foreign Minister Sergey Lavrov, however, stood by the regime.

"Now the city of Aleppo is occupied by the armed opposition; another tragedy is imminent there," he said. "How can it be hoped that in such a situation the government will simply give in, say 'Okay, I wasn't right, overthrow me, change the regime ? it's simply unrealistic."

Russia has been a key source of support for Syria, although Moscow officials in recent months have said they are simply taking a more even-handed approach while the West offers blind support to the rebels.

It has been a difficult two weeks for the Syrian government with rebel assaults first on the capital, Damascus, then on Aleppo, as well as several high-profile defections and a bomb that killed four top security officials.

The regime, however, launched a swift counteroffensive and quashed the assault on the capital with a combination of heavy weapons and house-to-house searches. Scores of people were killed. Opposition activists said they expected similar tactics in the coming days to keep Aleppo from falling into rebel hands.

The rebels are outgunned by the Syrian forces, making it difficult for them to hold any territory for long. But the rebels' run on Damascus and Aleppo suggests they could be gaining in power and organization.

With a population of about 3 million, Aleppo is Syria's commercial hub, a key pillar of support for Assad's regime.

If the rebels in Aleppo really try to make a stand against the regime, however, they risk being annihilated by superior firepower and may yet decide to withdraw to preserve their forces as what happened in Damascus last week.

Saudi Arabia and other nations have spoken positively of arming the rebels, though no country is known to be doing so.

Saudi King Abdullah announced a national campaign to collect money for "our brothers in Syria" on July 22, and on Saturday the country's press agency said Saudi donations had reached more than $72 million.

Italy also welcomed Friday's release of two Italian electrical engineers, who had been captured eight days ago by militants.

Italian company Ansaldo Energia, which supplies and installs power generation plants, confirmed that the two men ? Domenico Tedeschi and Oriano Cantani ? worked for a subcontractor in Syria.

Tedeschi told reporters in Damascus that they had been kidnapped by five or six masked men, who intercepted their car as they drove to the airport.

He said the men were robbed, then kept at a small villa. "The Syrian army found us at midday on Friday and they organized everything to release us safe," he said.

There are a lot of market reforms floating around like the ocean breezes in Cuba.? You either mute them, or sit there with your mic off, letting the torrents of abuse wash over you as you concentrate on keeping your killstreak going. In fact, the abuse is more like a reward. Their anger at losing is just more fuel for your calmness. You are the real gamer here and you're giving one hell of a schooling.

Which one sounds most familiar? Probably '3' as that's the hardcore gamer's response. Online abuse is just something you expect when you log onto any multiplayer server (but in particular Xbox Live if we're honest). But arguably that makes you a part of the problem. Especially when the abuse moves from the usual 'your mom' to racism, homophobia or sexism.

But of course, there is a fourth option that could (and arguably should) apply to any of those three responses:

4) Complain

It's easy to report a gamer you don't think is playing by the rules or who is calling you a ninny (or even worse!). There's an option on every gamer's virtual gamer card to do exactly that. But apparently that's not something that everybody does. Not by a long shot.

The former head of Xbox Live's Head of Enforcement, Stephen Toulouse, recently explained that hardcore gamers do indeed tend to put up with abusive communications, whereas casual gamers who log onto, say, the Modern Warfare 3 servers occasionally, expect there to be some comeback for all these abusive voices they hear over their headsets. Ironically, if everyone actually read the terms and conditions, they would see that they've legally agreed not to be abusive by signing up to the service. Look at the rules that everyone agrees to (as a binding contract) when they sign up. All of the voices you hear agreed to the Code of Conduct that states (among countless other things):

Don't scream, yell, threaten, or stalk other players, or encourage other players to do so.

Don't create a gamertag, profile content, Avatar action, Avatar content, or in-game content that other users may be offended by. This includes, without limitation, anything related to or suggestive of: profane words/phrases, topics or content of a sexual nature, hate speech (including but not limited to racial, ethnic, or religious slurs), illegal drugs/controlled substances, or illegal activities.

But who reads the T&Cs, eh? It's got too many words in it, it's boring... it's time that could have been better spent questioning noobs' sexuality in Call of Duty.

So here's the question: Should we hardcore gamers be doing more to stop online idiocy? Are we in fact passively condoning it by accepting it's 'just something that happens' online?
